The Northeast Iowa Council is pleased to honor Ralph Jasper as the Spotlight Volunteer of the month! Ralph has given 45 years of service to the Boy Scouts of America and has earned the 45-year Veteran Award! Ralph is currently a merit badge counselor and committee member of Troop 91 (Church of the Resurrection in Dubuque).
