The Eagle Scout is the highest rank attainable in the Scouts BSA program of the Boy Scouts of America (BSA). Since its introduction in 1911, the Eagle Scout rank has been earned by more than two million young men and is now young women have the chance to earn the prestigious award. Requirements include earning at least 21 merit badges and demonstrating Scout Spirit through the Scout Oath and Law, service, and leadership. This includes an extensive service project that the Scout plans, organizes, leads, and manages. Eagle Scouts are presented with a medal and a badge that visibly recognizes the accomplishments of the Scout. Additional recognition can be earned through Eagle Palms, awarded for completing additional tenure, leadership, and merit badge requirements.

National Eagle Scout Association:
Founded in 1972, the National Eagle Scout Association maintains contact with Eagle Scouts to sustain their interest in Scouting. Eagle Scouts in good standing may join. Applications for membership are available through the NESA webpage: www.nesa.org.
Please plan ahead to avoid a last-minute rush to complete the requirements. Especially note that you must hold one or more of the positions of responsibility listed on the Eagle application for six months after you earn Life rank and before you turn 18.
1. Request a personal profile from the Council. Check ranks and badges recorded against the Troop’s records.
Differences in merit badge dates of a few days or weeks need not be corrected. Differences of months, years or missing altogether should be submitted on an Advancement Report. Blue cards cannot be accepted.
Six ranks must be listed: Scout, Tenderfoot, Second Class, First Class, Star and Life. If corrections are needed, they must be submitted on an Advancement Report.
2. Download the Eagle Scout Rank Application and Project Workbook to be sure you have the most recent forms. They are linked above or are available at Scouting.org or NESA.org. If needed, the Money-Earning Application in the Eagle Workbook.
3. The Project Proposal must be presented to the appropriate person in your District for approval.
4. When the Proposal is approved and the project ready to begin, ask an adult in your unit to file a Tour Plan. This is required for several reasons:
Projects are considered part of the unit’s program.
The project will take place outside of the unit’s normal meeting place.
The unit has followed all policies, procedures and requirements to trigger insurance coverage.
5. These four items must be completed before the 18th birthday:
Complete the project and obtain the signature of the beneficiary
Complete all merit badges
Have a Scoutmaster conference – does not have to wait for the project to be complete.
Complete six months in the position(s) of responsibility held after Life rank.
6. Signatures from the committee chair, unit leader and local Council representative may be obtained within 90-days after the 18th birthday; however, the Eagle Board of Review must occur within that same 90-day period.
7. When requesting the Local Council Certification, be sure that every item listed prior to the “BSA Council Certification” on the Eagle Scout Rank Application is completed on both pages of the form. If any information is missing or incomplete, the Council may not be able to sign.
8. We recommend that the Eagle Board of Review not be scheduled until steps 1-8 have been completed. If problems arise during step 8, there will be time to correct them without undue stress.
9. Eagle Scout Rank Applications can be dropped off at the Council Service Center 9 a.m. to 5 p.m. Monday – Friday, at the Council Service Center. We are located at 10601 Military Road in Dubuque, Iowa and are closed most major holidays. It does not have to be brought in by the Eagle Scout.
